Nearly one quarter of the superintendents hired by the State Examination Commission to supervise the Junior and Leaving Certificate Exams last year were retired teachers, according to new figures obtained by Fianna Fáil’s Education Spokesperson Brendan Smith.
Deputy Smith tabled a series of Parliamentary Questions to the Minister for Education and Skills and the State Examinations confirmed to him that 1,147 retired teachers were appointed as exam Superintendents last year, out of a total 4,735. In addition to this 393 retired teachers were employed to correct exam papers out of a total of 5,168 and 192 retired teachers were hired as Leaving Certificate Oral Examiners out of a total of 1100.
Commenting on the figures, Deputy Smith said, “It is unacceptable that at a time when thousands of qualified teachers are looking for jobs, at least 1,732 jobs were handed over to retired teachers last Summer. These may be temporary positions, but they provide a real opportunity to offer newly qualified teachers a salary and valuable work experience while they continue to search for a permanent teaching position.

Thousands of farmers in Cavan, Monaghan and across the country have been left high and dry by the Minister for Agriculture Simon Coveney today confirmed that there will be no Agri-Environment Options Scheme this year.
Fianna Fáil TD Brendan Smith has said he is stunned by the revelations, which demonstrate Minister Coveney’s poor regard for smaller farmers.
Deputy Smith said, “It is an absolute disgrace that after all his talk, Minister Coveney is now backing away from re-opening AEOS in 2012. Farmers across Cavan and Monaghan who have recently come off REPS 3 have made plans based on the reasonable assumption that they could join AEOS this year. They have now been left high and dry and are facing a significant cut in their annual incomes.

Forum on Patronage report adopts several of Fianna Fáil’s proposals
Fianna Fáil has welcomed the Report of the Forum on School Patronage and has said that yet again, Minister Ruairí Quinn’s judgment and has been called into question.
“Over the past year Minister Quinn’s tendency to make major decisions without weighing up any evidence has been exposed on several occasions. After the Budget he was forced into a partial u-turn on severe cuts to our most disadvantaged schools. His admission that he hadn’t realised the consequences of increasing their class sizes by a whopping 50% damaged confidence right throughout the education system. “The report from the Forum on Patronage is an outright rejection of Minister Quinn’s Big-Bang approach and shows that changes to our education system must be based on real evidence and careful consideration,” said Deputy Smith.

Hundreds of Mortgage holders in distress throughout Cavan have seen little or no action by the Government in 12 months and a proposal by Fianna Fáil to establish a Debt Settlement and Mortgage Resolution Office should now by backed by the Government, according to local TD Brendan Smith.
Deputy Smith commented: “The mortgage crisis is deepening by the day and all we are seeing is Government inaction. It is a full six months since the Keane Report was published and I find it astonishing that many of the key recommendations from the report have not been implemented. “Under the Fianna Fáil Bill, a person struggling to cope with personal debt can apply to the new office for a Debt Settlement Arrangement. Following a comprehensive assessment of the person’s financial affairs, a personal insolvency trustee makes a proposal to the person’s creditors.

Fianna Fáil Education Spokesperson Brendan Smith TD has today reiterated the need for Ruairi Quinn to urgently reverse his decision in Budget 2012 to include guidance provision within the standard allocation at post primary level from September this year.
Deputy Smith said “A survey of secondary schools published today by the ASTI has revealed that the majority of secondary schools (70%) are not only considering cutting their guidance provision but also intend to drop at least one or more critical subjects from their Leaving Cert programme from September (64%). I have been pointing out the error of Minister Quinn's decision since he made it. I call on him again to revisit this mistake.

Fianna Fáil TD Brendan Smith has said more garda stations across Cavan and Monaghan could face closure in the next few months after the Justice Minister Alan Shatter launched a fresh attack rural garda stations. Minister Shatter has confirmed that the closure of Tullyvin Garda Station in Cavan and Clontibret and Smithborough Garda Stations in Monaghan, along with dozens of others across the country, is just the beginning of sustained attack on community policing.
Deputy Smith has called on Minister Shatter to immediately clarify how many stations he intends to shut down in Cavan-Monaghan this year and the savings he has identified from these closures.
Cavan and Monaghan County Councils are facing punishment from the Government in the form of cuts to services over non-payment of the household charge, according to local Fianna Fáil TD Brendan Smith. This is the latest attempt by the Government to shift blame for their failure on the household charge fiasco.
Deputy Smith commented, “At the weekend, we saw Government Ministers trying to shift blame onto local authority workers in Cavan, Monaghan and across the country for the mess that Phil Hogan has created over the household charge. Now it is reported that Minister Hogan will punish those areas where the household charge has not been successfully collected, by cutting local services to the entire community.
“Let us be clear, this fiasco is not the fault of local authority workers in Cavan, Monaghan or anywhere else. This is entirely Phil Hogan and the Government’s fault. They made a mess of this from the beginning by forcing a flat-rate charge on people regardless of their ability to pay, by failing to provide the proper information to the public, by failing to allow people to pay in a variety of ways including in their local post office, and by failing to give people enough time to pay by instalment.

Fianna Fáil has given a broad welcome to the Government’s commitment to invest €2 billion euro in new school buildings and refurbishments over the next five years. However, the party’s Spokesperson on Education and Skills Brendan Smith has pointed out that many of the schools listed as ‘new’ projects today have already been announced and are at an advanced stage of planning or construction.
“Any investment in our schools is to be welcomed,” said Deputy Smith. “Fianna Fáil had committed to investing €1.9 billion in new schools and refurbishments over four years as part of the National Recovery Plan. Ruairí Quinn’s announcement today is a welcome continuation of this policy, however it falls far short of the radical reform of the school building programme promised by Labour in opposition.

Cavan-Monaghan TD Brendan Smith has said the latest mortgage arrears statistics published by the Central Bank underline once again the lack of any decisive Government strategy for dealing with the growing crisis.
Deputy Smith said: “According to the official figures, almost one-in-seven mortgage-holders are now in some level of difficulty. In truth, the actual picture is even worse. The Central Bank does not publish the number of mortgages in arrears of less than 90 days. However we know that some 46,634 mortgages were in arrears of less than 90 days at the end of June 2011. Therefore, the actual number of mortgages experiencing some level of distress is likely to be closer to one in five.
“The Keane report on mortgage arrears was presented to the Government on 28 September 2011. That’s nearly 5 months ago and despite repeated promises, the Government has refused to lay out its overall strategy for dealing with the mortgage crisis in this country.

Even basic material on how decision made is being withheld
The Minister for Education Ruairí Quinn has refused to release any information on the decision to withdraw DEIS posts following an FOI request from Fianna Fáil.
Fianna Fáil Spokesperson on Education Brendan Smith has questioned the decision. He commented, "It is unacceptable that the Department of Education will not release even basic briefing material provided to the Minister in relation to his decision to withdraw 428 DEIS posts. On Thursday, schools and families from all over the country will converge on Dáil Éireann to demand that the Minister reverse the cuts. They have a right to see the information relied on by the Minister in making the decision in the first place.
Cavan-Monaghan Fianna Fáil TD Brendan Smith has raised again with the Minister for Social Protection, Joan Burton TD, the concerns of many communities throughout the country following the reductions in the Community Employment, Training and Materials Grant announced in the recent Budget.
The Minister for Social Protection, Joan Burton stated in Dáil Éireann in reply to a Parliamentary Question raised by Brendan Smith that her Department commenced a review of the financial resources of individual schemes and that this review is scheduled to be completed by the end of March.

The latest VHI health insurance hike announced last week will lead to even more families across Cavan and Monaghan being unable to pay for private health insurance, according to Fianna Fáil TD Brendan Smith. Deputy Smith has expressed deep concern about the news that the VHI is again planning to increase its health insurance prices by an average of 9%.
“We are seeing increase after increase in the price of health insurance in this country at a time when people are already struggling to pay their bills. What’s happening is that thousands of families are being priced out of the market, putting even more pressure on the public health system,” said Deputy Smith.
“Older people will be hit the hardest by these latest increases announced. This will lead to many simply being unable to renew their policies. Families are also facing an increased burden in the order of €200 on the VHI’s most popular plan. I have already spoken to many people locally who simply can’t afford these prices anymore and have no choice but to let their private health insurance go.

The motion before the house tonight on behalf of the Fianna Fáil party clearly outlines our concerns in relation to the adverse affects the changes proposed to the staffing schedule for small schools will cause, to many communities, throughout the country.
The protection of small rural schools is a critical issue for Fianna Fáil and we believe budget 2012 unfairly targets rural communities.
The Government’s plans to introduce phased staffing cuts in small schools with under 5 teachers is a cause of very serious concern in many local communities.

Disadvantaged schools in Cavan and Monaghan are still facing major cuts to resources after the Minister for Education confirmed to Fianna Fáil that no decision has been made to reverse cuts to the DEIS scheme. Despite the fact that the Minister has admitted he made a mistake, he has now told the Oireachtas Education Committee that he is still seeking significant “economies” in this area.

Deputy Brendan Smith: I thank the Ceann Comhairle for allowing my colleague, Deputy Ó Caoláin, and me to raise this issue. I welcome the Minister, Deputy Richard Bruton, to the Chamber to respond to the debate. I also welcome John Regan of SIPTU and several members of the Lagan Brick workforce who are in the Gallery for this discussion.
The town of Kingscourt has a catchment area comprising parts of three counties, namely, Cavan, Meath and Monaghan. As such, this issue has exercised Deputy Ó Caoláin, Senator Thomas Byrne and me. Setting aside the decision itself, the way in which the company conveyed the news to the workforce was entirely unacceptable. On the evening of 14 December, two shop stewards were told the plant was closing forthwith, with the other 25 employees being informed several days later. This clearly constitutes a contravention of the 30 day notice period provided for in the Protection of Employment Acts. SIPTU has written directly to the Minister, Deputy Bruton, seeking his comments on this issue. The employees want to retain their jobs and to see the maximum number of jobs secured at the Kingscourt facility. The issue is under consideration at a conciliation conference of the Labour Relations Commission, and we all hope progress will be made.

Fianna Fáil Spokesperson on Education Brendan Smith is calling on the government to reverse its decisions in budget 2012 to remove 428 DEIS posts from primary and post primary schools, resulting in a significant increase in the pupil teacher ratio in disadvantages schools.
Fianna Fáil has tabled a counter motion to Sinn Féin’s Private Members Motion on Education, to debated tonight (Wednesday, 11 January).
The Fianna Fáil Motion calls on the Government to protect the DEIS programme, to publish all impact analysis carried out by the Minister for Education and Skills prior to announcing the loss of 428 DEIS posts and to reverse the changes in staffing arrangements for small rural schools. Fianna Fáil is also calling on the Government to maintain the existing allocation system for guidance counsellors in view of the importance of this service particularly for vulnerable children.
Deputy Smith commented, “Fianna Fáil is deeply concerned about the impact on our education system of removing 428 teaching posts from disadvantaged schools and changing the method of allocation for career guidance counselling at second level. Both of these measures amount to an increase in class sizes through the back door.

Cavan Fianna Fáil TD Brendan Smith and Meath Senator Thomas Byrne have pledged their support to workers at the Lagan Brick manufacturing plant in Kingscourt following the news that the plant on the Cavan-Meath border is closing immediately, with loss of 29 jobs.
Deputy Smith said: “The workers at Lagan Brick are justifiably angry about how they were informed of the news. It is unacceptable that they were not given proper notice of the loss of their jobs, particularly so close to Christmas. They are now being denied an appropriate redundancy package and are campaigning for the terms they deserve.”

Deputy Brendan Smith has pledged his support this week to the Children’s Rights Alliance and its call to strengthen children’s rights in the Constitution. With cross party support for the holding of a referendum, Deputy Smith has offered his own individual support to protect children’s rights in Cavan-Monaghan so that each child is cherished equally. Mr Brendan Smith TD has outlined his concerns that the Environment Minister has refused to extend the period for slurry spreading.
The Cavan/Monaghan Fianna Fáil TD was speaking following Parliamentary Questions he tabled in Dáil Éireann regarding the need to extend the slurry spreading period due to the continuing bad weather throughout October which, in effect, meant that farmers were unable to carry out this work before the end of the month.

Deputy Brendan Smith: I thank the Ceann Comhairle for accepting this item for discussion this afternoon and I appreciate the attendance of the Minister for Education and Skills, Deputy Ruairí Quinn, to respond to it.
I sought this debate due to the urgency of the issue. The principal and secretary of the board of management of St. Mary's boys national school in Belturbet, Mr. Padraig Martin, has appealed the decision of the Department to turn down the summer works scheme 2011 application submitted by the school. In the appeal Mr. Martin clearly outlines that the application met with the criteria of the scheme. The application is for the provision of appropriate toilet facilities.
Section 2 of the summer works scheme 2011 states that an application for toilet facilities is allowable. In addition, the proposed project is of an urgent and priority nature, which is covered by section 1 of the scheme. It is clear from the school's correspondence to the Department that the overcrowded and generally unsuitable condition of the current facilities is a cause of concern to the staff, the board of management and the parents on health and safety grounds. It also causes disruption to routine school day activities.
It has been pointed out to the Department that the parents of special needs pupils have, understandably, conveyed to the board of management and the staff their unhappiness and concern about the lack of toilet facilities for the disabled. This necessitates children with special needs being attended to by female special needs assistants in conditions that are not near satisfactory. There are 76 pupils in St. Mary's boys national school, nine of whom have a diagnosis of a physical, sensory or emotional behavioural nature. Four of these children require the assistance of a special needs assistant for toilet and self-care issues. Occasionally, a child might need to have clothing changed. Proper facilities would enable the needs of children to be cared for in a manner that protects the child's dignity and privacy.
The senior paediatric occupational therapist in the HSE in the Cavan area has clearly stated, in supporting correspondence submitted with the appeal, that there is an urgent need to have proper and modern toilet facilities provided at the school. In addition, local health nurses have outlined their concerns about the current situation. Those nurses are very familiar with the requirements of the pupils in the school, particularly the children with special needs.
The comprehensive appeal submitted to the Department contained the reasoned and considered views of the board of management, the principal and staff, the parent body and local health professionals. I appeal to the Minister to have this appeal designated as a priority in his Department for finalisation and approval at an early date.

Mr Brendan Smith TD, former Minister for Agriculture, Fisheries and Food, has called on the Ministers for Agriculture and the Environment to ensure that any new regulations in relation to farm maintenance and land improvement work must not be restrictive or place unnecessary burdens on farmers.
Deputy Smith stated that there was widespread concern among the farming community in relation to the possible implementation of new regulations and it is incumbent upon the Ministers to ensure that they negotiate a practical outcome with the European Commission.

That outcome was particularly important for farmers in areas like Cavan and Monaghan and also very important for the pig and poultry sectors.

Today the Minister has confirmed that despite all the rhetoric since he took up office, he has made virtually no progress on this important issue. This will come as a major disappointment to families throughout the country whose expectations have been raised.
“During an interview on RTE today, it was clear that there is no sign of any Government policy on this matter. Minister Ruairí Quinn talked in vague terms about meeting school book publishers, with no outcome, before outlining his new plan to simply wait to see if any schools come up with an idea that he sees fit to adopt.
